2024 ELECTION RESULTS
CANDIDATES AND CAMPAIGNS
Please be advised that before any money is raised or spent in connection with an election, the candidate and committee treasurer should become familiar with the various campaign disclosure forms applicable to the type of campaign or committee involved.
Campaign Contribution Limits
Local candidates are subject to the State Campaign Contribution Limit of $5,500 per election (2023-2024). Monrovia does not have a local campaign contribution ordinance.

Forming a Committee and What Forms to Use
Below is a list of different types of committees and what forms to use to open up a committee.
Candidate Controlled Committee Forms
Required Forms to file before raising money and spending less than $2,000.
Required Forms to file before raising money and spending more than $2,000.
- Form 501 – Candidate Intention Statement
- Form 410 – Campaign Statement of Organization
- Form 460 – Consolidated Campaign Disclosure Form
Primarily Formed Ballot Measure Committee Forms
- Form 410 – Campaign Statement of Organization
- Form 460 – Consolidated Campaign Disclosure Form
- Form 450 – Recipient Committee Campaign Statement-Short Form
*Form 450 is for use by a recipient committee if the committee:
- Is not controlled by a candidate. (Exception: Candidate controlled ballot measure committees may use this form)
- Has not received a contribution which must be itemized (a cumulative amount of $100 or more from a single source);
- Has not received any other payments of $100 or more (miscellaneous increases to cash);
- Has no outstanding loans made or received; and
- Has no accrued expenses (unpaid bills).
The committee may use this form only if all of the above criteria are met. If all criteria are not met, the committee must use Form 460, Recipient Committee Campaign Statement.
