How Monrovia is Addressing Homelessness

The City's goal is to ensure those community members who are experiencing homelessness receive structured, goal-oriented assistance. The intent is to ensure that those in need have the resources to lift themselves to a safe, stable environment without enabling those for whom addiction, crime, and vagrancy are a continuing choice.

 

Annual Homeless Count

Each year, the City of Monrovia participates in the Los Angeles Homeless Authority (LAHSA) Point-In-Time (PIT) count. This countywide event employs volunteers to go out in the community and determine how many individuals are experiencing homelessness. PIT data collected is used to better design programs, track needs, and deploy resources to serve those in need. Moreover, funding allocations to local communities are often based on PIT data. 

2022 Homeless Count

The 2022 Homeless Count was held in Monrovia on February 22, 2022. The results were released to the public on September 9, 2022. To view the results and information about the 2022 Homeless Count click here.

2021 Homeless Count

While the Los Angeles Homeless Services Authority (LAHSA) typically conducts Point in Time (PIT) counts annually, LAHSA determined that due to the COVID-19 pandemic, there was no safe way to gather the 8,000 volunteers necessary to conduct the count.

City of Monrovia's Plan to Prevent and Combat Homelessness

Thanks to a citywide effort involving numerous agencies and partners, here in Monrovia, we have made progress in addressing the issue of homelessness for our community. However, challenging issues continue to exist for certain members of our City. In an effort to further tackle this challenging issue, the City created a plan to prevent and combat homelessness.

Goals:

  1. Be relentless in our contact with anyone suffering from homelessness.
  2. Expand community coordination in support of ending homelessness.
  3. Promote the use of the Coordinated Entry System (CES).
  4. To learn more about the Coordinated Entry System {link: https://www.lahsa.org/ces/home/}
  5. Develop educational materials in partnership with LA County.
  6. Develop a Monrovia-centric directed giving campaign.
  7. Develop a Housing Displacement Response Plan.

Housing Displacement Response Program

Since its inception 2018, the Monrovia Housing Displacement Response Program (HDRP), a homeless prevention program, has assisted forty-four (44) families with a “hand-up” in financial assistance. Moreover, this support has prevented fifty adults (50) and fifty-eight (58) youth from having to leave Monrovia, and has also helped prevent thirteen (13) seniors from losing their homes. 

In the July 2022, the HDRP program will begin to offer Case Management Services at the Monrovia Community Center, provided by our partners at The Foothill Unity Center. To learn more about HDRP or Case Management Services, please contact the Community Center at (626) 256-8246.

Robust Law Enforcement Response

The Community Activist Policing (CAP) Bureau, the CAP team includes a 2-person Homeless Response Outreach Team, which allows for regular contact with those in our community experiencing homelessness. The team is specially trained to work with individuals experiencing homelessness; sharing information on local resources and services available in the community. Through this persistent and dedicated contact, relationships are formed and needed services are offered to those who are ready to receive help.

In addition, the Monrovia Police Department as a whole, will continue to coordinate a robust law enforcement response to address any and all violations in our parks and throughout the community, and we continue to maintain our commitment to engaging in those law enforcement activities in a manner which is aligned with all applicable rules and laws.

If so desired, the City can connect any individual suffering from homelessness to a social service support network. The Monrovia Police Department is well versed and distributes a listing of available services to homeless individuals in the community.  Monrovia Police regularly work with the Foothill Unity Center, a local non-profit organization, to connect those in need with services and much needed items such as food and clothing.

For individuals with mental health needs, the department works with a clinician from Los Angeles County Mental Health to provide service, information, and care.

For homeless individuals interested in achieving a permanent housing solution, the Department coordinates with the Los Angeles Homeless Services Authority.

The Monrovia Police Department encourages all community members to contact us or the Community Center to answer questions about homelessness or help with direction for those willing to accept assistance.

Homeless Response Kit

City of Monrovia Homeless Response KitMonrovia is made up of caring and generous residents. We have heard community members ask, "What Can I Do to Make a Difference?" Building on this call within our community, City staff worked with local service providers to develop a Homeless Response Kit: Resources to Prevent and End Homelessness.

The Homeless Response Kit offers community members practical resources that outline tangible ways in which individuals can help address homelessness issues. Whether it be educating yourself about the Coordinated Entry System, volunteering your time with a local service organization, or passing on a phone number of a local service provider to a neighbor in need, we can all play a significant role in preventing and Combating Homelessness here in Monrovia.
