The following information must be included with the application packet:

• A detailed scope of work
• A copy of the plans for any work in the City’s right-of-way, including traffic control plans
• Contractor’s name, business address, and contact number
• Contractor’s state license number
• Contractor’s City of Monrovia business license number (required for ALL permits)

Applications are processed in the order they are received. The review and approval process may take up to two weeks. Once approved, payment can be made by check or over the phone with a credit card.

Individuals performing work permitted through an Encroachment Permit must be licensed contractors with a Class A General Engineering license from the State of California. Other license classifications may be acceptable depending upon the type and scope of work. In the absence of a Class A license, a C12 Earthwork and Paving license is typically required for work requiring excavation, backfill, paving and surfacing operations.

No person shall erect, construct, place or maintain any building, structure, fence, wall, porch, step, post, pole, pipe, conduit, sign, blockade, seat, bench, table, merchandise or other physical encroachment or obstruction in, over, under, or upon any street, alley and public ways, which have been dedicated or are open to public use and the curbing, sidewalk and parkway, if any, adjacent thereto without first obtaining and maintaining a permit.

Any work that takes place within the City’s right-of-way requires an Encroachment permit.

The issued permit is valid for 90 days from the date of issuance.

Encroachment Permit Application

It shall be unlawful for any person, as principal or agent, to make any improvement in any of the streets of the city, by or under private contract, unless permission from the City is first secured through obtaining and maintaining a construction permit. 

The term improvement includes the excavation, backfilling, compaction, surfacing, use, and paving or repaving of any street, or the construction or reconstruction in any street of sidewalks, crosswalks, driveways, curbs, gutters, or sewer laterals.

The issued permit is valid for 90 days from the date of issuance.

Construction Permit Application 

The City of Monrovia has discretionary authority to issue special permits for the movement of vehicles/loads exceeding statutory limitations on the size, weight, and loading of vehicles contained in Division 15 of the California Vehicle Code. Requests for such special permits requires the completion of an application for a Transportation Permit.

The City uses the State of California, Department of Transportation’s Transportation Permit TR-0015 Form. The Transportation Permit must be accompanied with, or the Public Works Department must have on file, an Insurance Certificate for one million dollars ($1,000,000) liability and noting the City of Monrovia as the Additional Insured.

Transportation Permit Application

• The hauler/transportation company is required to have a valid City of Monrovia business license.
• A pilot car will require approval by Public Works.
• Approved truck routes noted on the issued permit must be followed.

Homeowners and tenants can apply for a no-fee Encroachment Permit for an Athens dumpster/roll-off bin/moving truck, PODS, UNITS, or U-Pack moving container. The issued permit is valid for 14 days from the date of issuance. 

The following information must be included with the application:

• Applicant’s full name, address, and contact number
• Delivery and pick-up dates for the bin/container
• Quantity and size/dimensions of the bin/container
• A copy of the applicant’s homeowner’s or renter’s insurance policy for liability purposes. Please note that the required coverage for homeowners/renters insurance policy is $500,000.00
  • Insurance requirements 
• A signature on the application

The issued permit must be posted at least 48 hours prior to the delivery of the bin/container to notify neighbors of the needed parking space(s). The City does not reserve the parking spaces nor provide equipment for the posting.

Encroachment Permit Application

Tree Removals

• The removal of protected oak trees on private property must be approved by the Planning Division and/or the Development Review Committee (DRC) via e-mail confirmation. If the removal is approved by the DRC, an approval number and the approved planner’s initials must be noted on the permit.
• Homeowners can apply for a no-fee Encroachment Permit for tree removals. In doing so, the homeowner is assuming the liability of the contractor and must provide their homeowner’s insurance policy as well as the contractor’s California statement license number and City of Monrovia business license number.
• The standard permit fee only applies to tree service contractors. Contractors shall submit an Encroachment Permit and follow the guidelines listed under Online Application Submittal Process.

An Encroachment permit is required for City staff to witness a fire-flow test. The issued permit is valid for 14 days from the date of issuance.  

A copy of the final fire-flow test must be submitted to Public Works at pwcomments@monroviaca.gov.

Encroachment Permit Application

Inspections can be requested at least 48 business hours (Monday through Friday) in advance by contacting Public Works at (626) 932-5575 or (626) 932-5510 or emailing pwcomments@monroviaca.gov.

To schedule an inspection, the following information must be provided:

• Permit number and expiration date
• Job site/address
• Type of work
• Company name
• Name and contact number of site foreman
• Outage timeframe and number of affected customers, if applicable

To request a new water meter, separate multi-units on one water meter, and to upsize/downsize an existing water meter, a water service change-out application is required.

The complete application can be submitted to pwcomments@monroviaca.gov and the approval process takes approximately 3-4 weeks.  Once approved, a cost estimate will be provided by the Utilities Division and the cost estimate pricing (i.e., parts) is valid for 60 days.. After the payment has been processed, the applicant can contact the Utilities Division to schedule the water meter installation.

Water Service Change-Out Application

• Please note that this application is for the installation of a new water meter or exchange of existing water meter. It is NOT to construct or install new water lines.

 At the Traffic Safety Committee meeting on June 20, 2019, the Residential On-Street Accessible Parking Policy and application were approved. Parking spaces that result from an approved application are intended to provide close parking for disabled residents in high parking demand area, and not to be confused for a private parking space to replace the applicant’s driveway, garage, or other required on-site parking spaces.

The approved space will not be exclusive to the applicant and any other persons or vehicles with a valid Disabled Person Parking Placard or Disabled Person License Plate may park in this designated space. As a note, the accessible parking space will still be subject to existing parking and regulatory restrictions, such as street sweeping.
