Community Activist Policing
The City of Monrovia's Community Activist Policing (CAP) Program was implemented in June 1990. The program is dedicated to the concept that the community itself must change the environment that breeds crime. This strategy consists of four key components:
- A cooperative problem-solving relationship between private and public agencies and the community as a whole.
- Recognition of the importance of cleaning up graffiti, rundown facilities, and other signs of neighborhood blight.
- The development of necessary family and support systems.
- Eliminating crime and the fear of crime.

Crime Stoppers
The Los Angeles Regional Crime Stoppers program is a community-based, non-profit organization that offers an anonymous way to report crimes. Through the Crime Stoppers program, you can send a web-based tip, send a tip through the mobile app, or call anonymously and the information will be sent directly to law enforcement. Only the tip information will be asked, and you don’t have to identify yourself. You will be asked to provide as much detail as possible to enable law enforcement to investigate. If your information leads to an arrest, you may be eligible for a reward up to $1,000. Your phone number and computer IP address will not be traced.

Gun Violence Bounty Program
Anyone who sees a person illegally possessing a gun in a public place or on any school campus is encouraged to immediately report it by calling the Monrovia Police Department any time, 24 hours a day, seven days a week, by dialing 9-1-1. If the police officer does locate and arrest the suspect for illegally possessing a gun in a public place, the watch commander makes immediate arrangements for the caller to receive a $100 bill.
Donated funds from individuals, businesses, and organizations are used to fund the bounties.
Free Gun Safety Locks
In May 2000, the Monrovia Kiwanis Club teamed up with the Monrovia Police Department to provide the public free gun safety locks. The Kiwanis Club has agreed to provide free gun locks for as long as they are needed.
Uniformed Bike Patrol
Bicycle officers are charged with enhancing community support and confidence, while addressing problems associated with drug and alcohol violations, gang-related crimes, and other serious crime. Face-to-face dialogue with residents and business owners in the selected areas ensures a good relationship with community members.
Bullying Prevention
Bullying is one of the most serious concerns in our schools today. Bullying occurs in all grade levels and can consist of words, name calling, threatening, or intimidating comments. It can be sexually, verbally, or emotionally harmful, which often results in serious violent crimes. Graffiti Removal
The City established a program that provides graffiti removal within 24 hours after the graffiti is reported. All City employees and citizens are encouraged to immediately report any graffiti observed. Call the hotline at (855) 557-1007 to report graffiti. Learn more about our Graffiti Programs.
