Mayor Becky A. Shevlin

Becky Shevlin was appointed to the CIty Council in 2009, elected to a four year term in 2011, and re-elected in 2015, serving as Mayor Pro Tem from May 2013  through April 2015, and May 2018 through April 2019. In 2022 she became the directly elected Mayor, and was re-elected in 2024.

Becky has called Monrovia home since 1988. She served on the Community Services Commission 11 years, chairing the Commission for three years and working on various subcommittees, including Art in Public Places, Metro Gold Line Foothill Extension Station Design Art Review Committee and Hillside Wilderness Preserve.

Becky has been on the Coordinating Council for approximately 20 years and served in all the  executive positions. She has served on the Monrovia Reads and the Chamber of Commerce Boards of Directors and is a past president of the Foothill Unity Center Auxiliary.

Mayor Pro Tem Dr. Tamala Kelly

Dr. Tamala Kelly

 

Dr. Tamala Kelly was sworn in as a Council member for a four year term on July 5, 2022, and was elected as Mayor Pro Tem in April 2024.

For the past 20 years, Dr. Kelly and her family have been a part of the Monrovia community. Dr. Kelly has organized community health fairs, food and clothing drives, hot meal deliveries, and served as an Ambassador with Child Help USA and a Partner with the Monrovia Youth Alliance through the Santa Anita Family YMCA. 

Dr. Kelly received a Doctor of Ministry Degree from Azusa Pacific University. She is currently the CEO of Empower 2 Purpose, Inc. Together with her husband, they founded The Purpose Church in Monrovia.

Councilmember Larry J. Spicer

Spicer

Larry J. Spicer was elected to the City Council in 2013, 2017, and 2022.  He previously served as Mayor Pro Tem from May 2015 through April 2016,  May 2019 through April 2020, and September 2022 through April 2024.

Larry was born and raised in Monrovia, serving his country in the United States Army. He was previously appointed to the City Council in 2012 to fill a vacant Council seat and was an appointed member of the Monrovia Planning Commission.

Larry's current and past volunteer activities include: Trustee of Second Baptist Church Monrovia, Watch Dog Dad for Bradoaks Elementary, Peace on Patrol Parent (POP) at Clifton Middle School and Monrovia High School, Red Cross Volunteer, Certified MAP Neighborhood Leader (Monrovia Area Partnership), Board Member of the Community Mediation Team (CMT), Make a Difference Day Committee Member, and Board Member Duarte Hawks Youth Sports Association.

Council Member Sergio Jimenez

Sergio Jimenez was unanimously appointed to the Monrovia City Council in July 2022 and was directly elected to City Council in 2024. 

Sergio is the former Chair of the Monrovia Historic Preservation Commission where he served nine years.  While on the Commission, he served on various subcommittees including the Aztec Hotel subcommittee, the 4th Dimension subcommittee, the Historic Context subcommittee and the Mills Act subcommittee.  Sergio originated the idea to declare both the Farmers Club Drinking Fountain and the Rotary Club Bandshell at Library Park historical landmarks.  Sergio has championed recognizing and celebrating the Route 66 Historical Centennial in Monrovia as well.

Sergio was Co-Founder of the East San Gabriel Valley Chapter of LULAC (League of United Latin American Citizens) – America’s oldest continuous Latino Civil Rights organization.  He has also been an active member of the Volunteer Center of the San Gabriel Valley since 2009, Make A Difference Day Committee since 2011, Monrovia Latino Heritage since 2011, Bradoaks Neighborhood Watch, Monrovia Rotary, Read Across Monrovia, MOHPG (Monrovia Historic Preservation Group), and a Graduate of the Monrovia Area Partnership (MAP) Leadership Academy.

In 2023, Sergio was part of the team that traveled to Denver, Colorado representing Monrovia in the finals of the “All America City” competition.

Sergio joined the Well Untapped Water Fellowship for local leaders in 2023 to gain a deeper understanding of the fundamentals of water policy and governance in Monrovia.

Sergio was Vice President of the La Historia Historical Society Museum in El Monte, California.  In 2012 he received the Outstanding Service & Dedication Award from the museum.  Under his leadership, La Historia received the prestigious Heritage Award from Amigos de los Rios for his groundbreaking historical research on the “Hicks Camp” permanent display at Rio Vista Park.

Sergio is a Third Generation Monrovian who attended local schools and as a youth served as an intern in the Monrovia Fire Department.  Sergio’s family have lived in the San Gabriel Valley for over 100 years.  He has spent a great deal of his life in public service in Monrovia and the San Gabriel Valley.  He is an active member in the Spanish Language Ministry at Immaculate Conception Church in Monrovia.  He is a businessperson who served as President of Aztec Stone & Brick Co., Inc.; a vintage architectural salvage company that operated for over 40 years in Monrovia.

Today, Sergio operates and manages family-owned commercial real estate throughout the San Gabriel Valley.  He graduated Cum Laude from Azusa Pacific University with both a Bachelor’s and Master’s (MBA) in Business Administration.  In addition, he graduated Cum Laude from Trinity Law School with a Juris Doctor’s degree.

However, Sergio feels his greatest role and honor is to be husband to Cristina Jimenez and father to Frances Jimenez.

Councilmember Edward Belden

Belden

Edward Belden was elected to the City Council 2024. 

Edward grew up in Monrovia and attended Monroe, Santa Fe and Monrovia High School. After some time away for college, graduate school and living in a few other parts of the Country and Los Angeles, he returned to Monrovia where his roots run deep. He is the fourth generation of his family to live in the city. He was shaped by the Monrovia community and he wants to work to ensure this community continues to care for the next generation of Monrovians.

Edward is the current President of the Monrovia Parks, Wilderness and Recreation Foundation.  He served on the Monrovia Community Services Commission, the Rio Hondo Watershed Area Steering Committee, and is a Monrovia Area Partnership (MAP) leader. He is also a graduate of the Goldman Sachs 10,000 Small Businesses Program and the Southern California Leadership Network Leadership LA Program. He holds a B.S. in Biology and minor in Public Policy from Hobart College and a Master’s in Environmental Science and Management from UC Santa Barbara.  

When not working and volunteering he loves spending time with his wonderful wife, Rebecca, and dog, Finn, outdoors, especially in our Monrovia Parks.  He loves to hike, bike, play soccer, enjoy nature and spend time at home cooking and making ice cream.

Atkins, City Clerk

City Clerk Alice D. Atkins

 

Alice Atkins was appointed City Clerk on October 20, 2009, elected to the position in 2013, and re-elected in 2017 and 2022.

Atkins was hired at the City of Monrovia in 2000 and began working in the Office of the City Clerk in March 2001. She was named Deputy City Clerk in 2005, completed the Technical Track for Clerks through the University of California, Riverside Extension in March 2006, received the Certified Municipal Clerk (CMC) designation from the International Institute for Municipal Clerks in October 2007, and received the Master Municipal Clerk (MMC) designation in February 2019.  She concurrently serves as the appointed Chief Deputy City Clerk.

City Treasurer Janet Wall

Janet-Wall

Janet was appointed City Treasurer on August 2, 2022 to fill the vacancy left by Steve Baker's passing, and was elected in 2024 to serve the remainder of the term through 2026.

Janet has served Monrovia in a variety of roles including her current positions as President of Monrovia Reads, Inc., and Treasurer of the Monrovia Public Library Foundation, Inc. Her past involvement with local organizations include President of Quota International of Monrovia-Duarte, Inc., Co-Chair of Foothill Unity Center's Back to School Event from 2014-2019, and Holiday Toy and Clothing Distribution committee member. 

With over 40 years of experience in the financial services industry, working in major national banks, credit unions, her responsibility for operational administrative and lending management  led to her success as a member of the Executive Management team. 

Janet graduated with a Bachelor's from California State University at Long Beach and a three-year graduate banking degree from the University of Colorado Boulder through the National Bankers Association.
