The Monrovia City Council is seeking interested persons to apply to become the next City Treasurer. Interested persons should submit an application to the City of Monrovia no later than 4 p.m. on Thursday, July 28th. The City Council will discuss each application and consider an appointment during its regularly scheduled Council meeting on August 2nd.

Overview

Following certification of the June 7th Municipal Election Results, the Office of City Treasurer is now vacant. Steve Baker was elected City Treasurer in 2005 and held the position up until the day of his unfortunate and untimely passing. Because Steve passed away within the last several weeks before the election, his name remained on the ballot as required by law and he ran unopposed.  He received the most votes for the office and was declared elected, with the office becoming immediately vacant. On Tuesday, July 19th, the Monrovia City Council voted to appoint a new City Treasurer.   

Under Government Code Section 36512(b)(2)(A), if a person is appointed to that office, that person will serve only until the next general municipal election which will occur in March 2024. 

The person appointed City Treasurer must be at least 18 years old and registered to vote in the City of Monrovia.

The person appointed City Treasurer may not hold another appointed office, board or commission assignment within the City. 

City Treasurer Duties

The statutory duties of the Monrovia City Treasurer are as follows:

  1. “Receive and safely keep” city funds they receive.
  2. Comply with all laws regarding the deposit and securing of public funds and trust funds, and use an accepted system of accounting when the City has issued bonds.   
  3. Pay out City funds only on duly-authorized warrants.
  4. Regularly, at least once a month, submit to the city clerk a written statement of receipts, disbursements and fund balances.  The city clerk submits to the city council.
  5. *Perform duties related to the collection of city taxes and license fees as are prescribed by ordinance. *However, the City delegated tax collection duties to Los Angeles County by ordinance.

Because the position is a part-time position, the City Treasurer is assisted by professional staff in the Administrative Services Department where the Director essentially serves as a deputy City Treasurer.
