All cities and counties in California are required to adopt a General Plan to guide future development of the community. "Generally" speaking, the General Plan is a long range planning document that typically looks forward about 20 years. In many ways, the General Plan functions like the Constitution; it guides decisions to achieve the established goals of the community. Actions taken, laws enacted, and agreements made by the City must be consistent with the policies of the General Plan. The Planning Division is responsible for the maintenance of the Monrovia General Plan.

Previously, State law required seven chapters or “elements” of the General Plan:  Land Use, Circulation, Housing, Noise, Safety, Open Space and Conservation. A new element, Environmental Justice, is now also required. 

Focused General Plan Update

The City of Monrovia recently updated the City’s General Plan.  The Focused General Plan Update involved three Elements:  Housing, Safety and a new Environmental Justice Element.  The City received a substantial amount of feedback from the community through two citywide surveys, a virtual community workshop, and virtual study sessions with the Planning Commission and City Council to guide the Focused General Plan update.
