This page provides up-to-date information on all the development proposals and land use applications that are proceeding through a public review process. Each of the noticed projects scheduled for a review with the Development Review Committee (DRC), Planning Commission, Historic Preservation Commission, and City Council is listed below, with links to additional information.

Public comments for these projects may be stated in person at the meeting or submitted in writing prior to meetings via email at planning@monroviaca.gov. If comments are specifically in support of or with concerns with an item, please clearly state so in the introduction. Anyone who submits comments will also be notified of the decision and appeal process.

Development Review Committee Projects Scheduled for Review

November 20, 2024, at 4:00 p.m. 

  • 278 Poinsettia Avenue - Applicant is requesting a Minor Exception from Monrovia Municipal Code (MMC) Section 17.12.020(E)(1) to permit a reduced front yard setback of 21’-6” in lieu of the required 25’ to allow for a single-story 394 square-foot addition to the front elevation of an existing 1,029 square-foot, single-story single-family residence. The addition also requires a Level "2" Neighborhood Compatibility Design Review. The property is located in the RL (Residential Low Density) zone. (Supporting Documents: Project Plans)
  • 144 North Myrtle Avenue - Applicant is requesting a Level “6” Neighborhood Compatibility Design Review to construct a new 2,742 square-foot, two-story single-family residence with an attached two-car garage. The property is located in the RM2500 (Residential Medium Density) zone. (Supporting Documents: Project Plans)

Planning Commission Projects Scheduled for Review 

November 13, 2024, at 7:30 p.m. 

  • 923 South 10th Avenue, Arcadia, California (Anticipated Address after reorganization:  1853 Tenth Avenue, Monrovia, California), Assessor’s Parcel Number APN#5780-019-011 -

    The 0.46-acre Project site is located at 923 South 10th Avenue in the City of Arcadia. The Project would result in the detachment of the subject parcel from the City of Arcadia and Arcadia Sphere of Influence and related annexation into the City of Monrovia and Monrovia Sphere of Influence, including actions to pre-designate an appropriate General Plan Land Use (Residential Medium Density and Public/Quasi-Public) and appropriate pre-zoning (RM4000 and P/QP) to allow future construction of up to six total dwelling units on the subject parcel (5780-019-011) and two adjacent parcels (5780-019-008 and -010) if consolidated wholly within the City of Monrovia (Parcels 5780-019-008 and -010 are presently within the jurisdiction of the City of Monrovia). It should be emphasized that no construction is proposed as part of this Project application. The Project site is currently occupied by a single family dwelling. The Los Angeles County Flood Control District holds an easement over the rear 130’ of the subject property and is improved with a concrete flood control channel (Santa Anita Wash), which is part of the County stormwater management system. The Project anticipates no change to the use of that portion of the property and is proposed to be designated Public/Quasi Public (P/QP). The project site is not listed as a hazardous waste site pursuant to Government Resources Code Section 65962.5.   • 618 South Myrtle Avenue Applicant is requesting a Conditional Use Permit CUP2024-0007 for a State Alcohol Beverage Control (ABC) license (Type 41) for the incidental sale and service of beer and wine for a new restaurant, Fillet, located at 618 South Myrtle Avenue. The subject property is located in the HCD (Historic Commercial Downtown) zone. (Supporting Documents

Historic Preservation Commission Projects Scheduled for Review

City Council Projects Scheduled for Review 

 November 13, 2024, at 7:30 p.m.

  •  231 North Ivy Avenue - Applicant is requesting a Historic Landmark designation and a Mills Act Contract for a Craftsman style residence that was constructed in 1912.   On October 23, 2024, the Monrovia Historic Preservation Commission recommended approval of this request to the City Council. Information pertaining to this item will be available on Thursday, November 14, 2024, at Monrovia City Hall, and online at www.monroviaca.gov/your-government/city-council/agendas-minutes.

Regular meetings of the City Council are held on the first and third Tuesday of each month at 7:30 p.m. in the City Council Chambers. Community Media of the Foothills (KGEM) shows both live broadcasts and replays of City Council Meetings on cable television and over the Internet at www.kgem.tv. Your attendance at this public meeting may result in the recording and broadcast of your image and/or voice as previously described.

Public comment will be accepted by email to cityclerk@monroviaca.gov before 6:00 p.m. on City Council meeting dates. Public comment may be summarized in the interest of time, however the full text will be provided to all members of the City Council prior to the meeting. If the comments are specifically in support or with concerns regarding an item, please clearly state so in the introduction.

Public input related to Public Hearings will be accepted by email to cityclerk@monroviaca.gov prior to the close of the Public Hearing.
