Divisions
Monrovia Fire & Rescue is made up of six divisions with specialty areas to most efficiently serve the community.
The Fire Administration division is responsible for planning, organizing and directing all activities within the fire department including fire suppression, emergency medical services and prevention activities. Supervision of department staff, coordination of activities with other departments, completion of highly complex assignments and staff assistance to the City Manager and City Council is included. Of importance is budget management, personnel and payroll administration and organizational development. The administration division supports each division of the department to provide the most effective service level within available resources.

Monrovia Fire & Rescue is committed to preserving quality life safety services with efficient and effective response to fires, floods, medical emergencies, hazardous materials releases, extrication incidents and other rescue calls while also providing non-emergency public assistance. Functions include fire prevention, fire suppression, pre-hospital emergency medical care, pre-fire planning, training, apparatus maintenance and communications support.
Operations Division Chief, Brian Patrick
The mission of Monrovia Fire & Rescue's Training and Emergency Medical Services Program is to provide pre-hospital emergency medical care and patient stabilization while assisting with transportation to medical facilities as necessary. Care provided to patients who are injured or ill includes advanced life support (ALS) by State certified Paramedics and basic life support (BLS) by State certified Emergency Medical Technicians. Continuing education, quality assurance of care and advanced use of medical equipment and technology support the services provided.
The Emergency Medical Services (EMS) section is managed by a highly trained team of emergency medical professionals, including a division chief, a paramedic coordinator, and a registered nurse educator. This section is responsible for paramedic training, certification, equipment, quality improvement, and legal aspects for all basic and advanced emergency medical services. The registered nurse directs EMS continuing education.
Over 80% of the Monrovia Fire & Rescue's incidents are medical in nature. When a call for medical assistance is received, a paramedic squad, or paramedic engine, staffed with two paramedics is dispatched to the location, accompanied by a BLS ambulance with additional personnel to assist with the transportation of the patient.
All sworn fire personnel are trained and certified Emergency Medical Technicians, and over 25 have received substantial medical training to earn the title of Paramedic. With this training and certification levels, Monrovia Fire and Rescue provides its citizens with an excellent level of medical response. EMS providers are on duty 24 hours a day, 7 days a week, 365 days a year.

Federal Law, as stated in HIPAA (Health Insurance Portability Accountability Act), requires all health care providers to distribute a copy of that providers statement of use and disclosure of all acquired, protected health information.
12-Lead Electrocardiogram Program
With cardiac emergencies, "Time is Muscle." This means that the sooner a cardiac event is treated and transported, the less the heart muscle is damaged or destroyed. In Monrovia Fire & Rescue's endeavor to provide the best possible service to the citizens of Monrovia, a 12-lead electrocardiogram program has been implemented. With this technology, paramedics responding to an emergency can look all around the heart with the 12-lead cable to better ascertain possible cardiac abnormalities. The Los Angeles County Department of Health is also implementing this life-saving program.
Training and Emergency Medical Services Division Chief, Christopher Huson
Monrovia Fire & Rescue is responsible for the development and maintenance of a citywide disaster plan and Emergency Operations Center (EOC) that will coordinate the Local, State and Federal resources necessary to manage disasters impacting Monrovia.
The primary purpose of the Community Risk Reduction and Disaster Preparedness Division is to support and enhance the ability of the City and its residents to prepare, mitigate from disasters, both natural and man-made, as well as advocate for citizen participation related to emergency preparedness.

Community Risk Reduction and Disaster Preparedness Division Chief, Shawn Morton
The Monrovia Fire Prevention Division reduces the likelihood of fires and mitigates the potential severity of those events that do occur. Fire prevention activities include inspections of buildings and premises for code compliance, enforcement of fire regulations, brush abatement, fire suppression equipment plan reviews, fire investigations, preparation and revision of laws and codes, and public education.

The Monrovia Hazardous Materials Division complies with the mandates of the State Legislature for administering the Hazardous Materials Disclosure Program. Hazardous materials storage and disclosure information is monitored to assist with the development of business and area plans to reduce the likelihood of accidental release and mitigate the effects in the event a hazardous materials release occurs. The Hazardous Materials Division works closely with fire prevention and fire suppression to catalogue and monitor the hazardous materials and processes used by businesses within the City with the goal of continued public safety.

- 55 gallons of liquids
- 500 pounds of solids
- 200 cubic feet of gas
If quantity is greater than the threshold, you may be required to report the contents to Monrovia Fire & Rescue.

Frequently Asked Questions
How can I get a medical report?
If you are requesting a medical record (EMS) on an individual's behalf (attorney's office, insurance company, etc.), you must provide a signed waiver in order to release medical records. A "Request for Public Records" form must be submitted with the City Clerk's Office (located in City Hall) or Fire Station 101.
What is the difference between an ALS and BLS unit?
ALS stands for advanced life support, and is provided to patients who need paramedic services for serious emergency situations. BLS stands for basic life support, and can be provided to patients during less serious emergency situations. BLS is also used to transfer stable patients to the hospital without the need of paramedics.
When to call 911 - Do's and Don'ts
- DO call if you are experiencing any emergency situation
- DO NOT dial 9-1-1 for a non-emergency. Instead, dial Monrovia Fire & Rescue's non-emergency telephone number - (626) 359-9311.
- DO NOT program 9-1-1 into your auto-dial telephone.
- DO NOT hang up until the call-taker tells you to. Follow any instructions the dispatcher gives you such as meeting the officers at the door or flagging down the firefighters at the curb.
- DO NOT hang up the telephone if you have dialed 9-1-1 in error. Instead, stay on the line and explain to the dispatcher that you dialed by mistake and that you do not have an emergency.
