The following personnel are responsible for key areas within the Monrovia Police Department. Please feel free to contact them if you have any questions regarding areas they are responsible for within the department.

Captain Heath Harvey, Services Division CommanderCaptain Harvey oversees the Services Division of the Police Department, which includes the Detective Bureau, Community Policing, Records Bureau, Jail Operations, Evidence, Communications and Crime Analysis, Foothills Special Enforcement Team (FSET) and the Department's Terrorism Liaison duties. He has a B.A. Degree in Criminal Justice and a Master's Degree in Emergency Management and Homeland Security. Captain Sarah Covarrubias, Operations Division CommanderCaptain Covarrubias oversees the Operations Division of the Police Department, which includes Patrol, Parking Enforcement, special events, Personnel and Training, Range Staff, and Traffic Safety. She has a Bachelor's Degree in Criminology and a Master's Degree in Public Administration. Lieutenant Kevin Oberon, Detective Bureau CommanderLieutenant Oberon is assigned as the commander over investigations, which includes oversight of all detectives, investigative case management, reviews for u-non immigrant visa certifications, and concealed carrying weapons (CCW) permits. He is also responsible for the management of the First Aid/CPR Training, Special Events Coordinator, and is the Mutual Aid Area D Coordinator. Lieutenant Dan Verna, Patrol Watch CommanderLieutenant Verna oversees a Patrol Watch, including the Police Officers, Jailers, Dispatchers, and Support Staff on that watch. He is also responsible for the oversight of the Monrovia Police Department's Fleet Operations and the Chaplain Program. He has a Bachelor's Degree in Criminal Justice, Master's Degree in Law and a J.D. Office hours vary according to his assigned shift. Lieutenant John Donchig, Patrol Watch CommanderLieutenant Donchig oversees a Patrol Watch, including the Police Officers, Jailer, Dispatchers, and Support Staff on that watch. He is Foothills Special Enforcement Team (FSET) Commander, he oversees department-wide Training Compliance, the Field Training Officer (FTO) Program, and Force Manager. He has a Bachelor’s Degree in History and a Master’s Degree in Criminology. Office hours vary according to his assigned shift. |
Lieutenant Chad Harvey, Patrol Watch CommanderLieutenant Harvey oversees a Patrol Watch, including the Police Officers, Jailer, Dispatchers, and Support Staff on that watch. He is in charge of the Traffic Safety Program, Office of Traffic Safety (OTS) Grant, Fleet Management, Chaplain Program, and ensures our department compliance with the Racial and Identity Profiling Act (RIPA). Lieutenant Yolanda Juarez, Patrol Watch CommanderLieutenant Juarez oversees a Patrol Watch, including the Police Officers, Jailer, Dispatchers, and Support Staff on that watch. She is in charge of Department Scheduling, Department Awards, the Body Worn Camera (BWC) Program, and is the Department’s Spanish Public Information Officer. She has her Bachelor’s Degree in Psychology and a Master’s Degree in Organizational Leadership. Office hours vary according to her assigned shift. Officer Jazmin Holguin, School Resource Officer (SRO)Officer Holguin is part of the Monrovia Police Department's Community Activist Policing (CAP) Bureau and is currently serving as the School Resource Officer (SRO) for the Monrovia Unified School District.
