Contesting a parking citation is a three-step process that begins with an Administrative Review.
STEP 1: Administrative Review
You may request an Administrative Review in person at the Monrovia Police Department, or mail. This request must be submitted to the Monrovia Police Department within 21 days of the issuance of a notice of parking violation (citation) or within 14 days of the mailing of the notice of delinquent parking violation. Please attach a copy of your citation. Submit this form to Monrovia Police Department, 140 E. Lime Avenue, Monrovia, CA 91016 Attention: Parking Control. Administrative Reviews are conducted by Monrovia Police Department. You will be notified by mail of the results. Do not make a payment at this time. You will be notified by mail of the results. If the citation is dismissed, no further action is necessary. If it is upheld, it is at this time you must pay the penalty or file for an Administrative Hearing.
STEP 2: Administrative Hearing
If you disagree with the results of your Administrative Review, you must deposit the parking violation penalty and request an Administrative Hearing before a Parking Hearing Officer. This request must be made within 21 days of the mailing of the results of the Administrative Review. The request for an Administrative Hearing should be made to Adjudication Processing Department via mail to City of Monrovia, P.O. Box 2081, Tustin, CA 92781-2081. A check or money order in the amount of the penalty made out to Monrovia Police Department must be included with the request. Hearings, once scheduled, are held in the City of Monrovia at City Hall. The Hearing Officer performs the hearing, and will either notify you in person or by mail.
STEP 3: Civil Court
If you disagree with the results of your Administrative Hearing, you may file an appeal with Los Angeles Superior Court at 111 North Hill Street, Room 102, Los Angeles, CA 90012. This appeal must be filed within 30 days of the mailing of the Hearing decision. A $25.00 filing fee is required at this time. If you are found liable, the Court will keep the filing fee. If you are found not liable, the City of Monrovia will refund your parking penalty deposit.
