The Records Bureau is available to citizens both in person and by telephone. Our staff processes and maintains all crime and arrest reports, citations, and other related documents, as well as prepares and receives documents for court, reports statistics, and processes and retains property and evidence.

The Records Bureau is also the place where impounded or stored vehicles can be released and paid for, parking citation payments can be dropped off, dog licenses and related citations can be paid, and property can be picked up.

The Records Bureau is open to the public for in person service:

• Monday:  7:00 a.m. to 6:00 p.m.
• Tuesday - Friday:  7:00 a.m. to 8:00 p.m.

Clearance and Verification Letters  

If you need a clearance or verification letter, please call the Records Bureau in advance so we can process your letter and have it ready for you to pick up.  When you pick up your letter, you will need to provide us with your identification and payment as follows:

• Clearance Letter - $53.00
• Verification Letter - $30.00

Traffic Collision Reports 

If you have been in a traffic collision and the Monrovia Police Department completed a traffic collision report, you can call the Records Bureau and find out if you can receive a copy of the report.  The price for traffic collision reports:

• $45.00 per Report ($28.00 for Additional Copies of Same Report) 

“Fix-It Tickets” Vehicle Citations  

If you have received a citation for broken or non-functioning parts on your vehicle from Monrovia Police Department or any other law enforcement agency, we will sign off on your “fix-it ticket” for a charge of $39.00, or $28.00 for Monrovia residents.  An officer will inspect your vehicle for the proper repairs and sign off on your citation.  If you received your citation from the California Highway Patrol, they will sign off on your citation free of charge.  Click here for the closest CHP station.   

Crime Reports and Subpoenas  

The general assumption is that all records held by state agencies are public and must be made available to the public promptly upon request. However, the Legislature has recognized the need to balance the public’s right to know against compelling rights to privacy and the government’s need to perform its functions in a reasonable efficient manner. For that reason, it is the policy of the Monrovia Police Department to not release records and information. It is the responsibility of the Monrovia Police Department to maintain the security and confidentiality of police reports and related information.  Unauthorized release of information can lead to compromised security, harm to victims or witnesses, inappropriate release of confidential information, and unnecessary exposure to civil liability. The purpose of this policy is to establish a comprehensive reference and procedure for the maintenance and release of agency reports and records in accordance with applicable law. 

If you are going through criminal proceedings, you will be provided a copy of your crime report through your attorney and the District Attorney’s Offices.  This process is called the “discovery process.”  You must work with the District Attorney’s Office.  For more information visit the Los Angeles Superior Court website.   

If you are going through civil proceedings, you can obtain a copy of your crime report through the civil subpoena process.  You or your attorney will need to file a “Subpoena Duces Tecum,” and if other parties are involved, you also need to have a “Notice to Consumer” with the subpoena.  There is a $15.00 charge for all civil subpoenas.  For more information visit the Los Angeles Superior Court website. 

If you need to have an officer or any Monrovia Police staff member appear in person for your court proceedings, a witness to appear subpoena can be served at a cost of $275.00 per witness.  All subpoenas can be served at the Monrovia Police Department, 140 E. Lime Avenue, Monrovia, CA 91016.
