The City of Monrovia Police Department is committed to transparency and promoting accountability to ensure the public's trust in government. The department is pleased to offer public access to the documents below. 

Police Department Policy Manual 

The Monrovia Police Department’s policy manual is guided by Lexipol, which is based on constitutional law and a “best practice” philosophy.  Lexipol is the industry standard for law enforcement policy management and used by the majority of California law enforcement agencies.  This policy is a living document subject to constant change.  These changes are dictated by new laws, court decisions, city policy modifications, new methodologies and other factors.  As changes occur, the policy is reviewed and modified. The below policy is current as of the date indicated. The most current policies will be posted on our website in a timely manner.  

Field Training Program Manual

The Monrovia Police Department’s Field Training Program manual is a California POST approved training guide for training new police officers.  This document contains a wide variety of training information.  Some of the information deals with officer/public safety.  These sections have been removed for officer/public safety purposes.  This manual is a living document subject to constant change.  These changes are dictated by new laws, court decisions, city policy modifications, new methodologies and other factors.  As changes occur, the manual is reviewed and modified. The most current manual will be posted on our website in a timely manner.

Automated License Plate Readers 

The Monrovia Police Department utilizes Automated License Plate Readers (ALPR) to locate stolen vehicles and wanted persons associated with known vehicles. The Monrovia Police Department stores all data records associated with the ALPR program on secure servers. It is the policy of the Monrovia Police Department to utilize ALPR technology to capture and store digital license plate data and images, while recognizing the established privacy rights of the public. The Monrovia Police Department has strict guidelines and policies regarding the use, storage, dissemination, and retention of ALPR records.

Military Equipment

The Monrovia Police Department has adopted a Military Equipment Use Policy, to allow MPD to continue the use of vital equipment deemed to be “military equipment” by AB 481. The items listed in the equipment list are used as components of overall best practices by law enforcement agencies throughout the country. These tools have been tested in the field and are used by law enforcement agencies to enhance public safety and officer safety. Although our use of the items listed in the Policy is rare, loss of use of these items would jeopardize the welfare of citizens and peace officers.
