According to the Urban Water Management Planning Act of 1983, every urban water agency supplying more than 3,000 acre-feet of water annually or serving 3,000 or more connections must prepare and adopt an Urban Water Management Plan (UWMP) every five years, and file this plan with the California Department of Water Resources. The primary objective of the UWMP is to evaluate the City's water supply in relation to current water conservation efforts and expected water demands over a 25-year time horizon. 

2020 Urban Water Management Plan

On July 6, 2021, the City of Monrovia both adopted its 2020 UWMP and Water Shortage Contingency Plan (WSCP) and amended its 2015 UWMP. The UWMP is a long-term planning document that must be updated at least every five years in accordance with the California Urban Water Management Planning Act (UWMP Act).
