The owner of the building, a licensed contractor, or anyone authorized to pull the permit on behalf of the owner via a letter of authorization from the owner.

Note: Although owners can pull permits, there is liability issues involved that the average owner may not be aware of, and we recommend that a licensed contractor obtain the permit.
