In 2022, the City of Monrovia adopted a brand new element in the General Plan - the Environmental Justice Element. The principles of Environmental Justice call for fairness in the development of laws and regulations that affect every community’s natural surroundings, and the places people live, work, play and learn.

The Focused General Plan Update included the adoption of the Environmental Justice element as required by state law.  In preparing the new element, the City held an Environmental Justice Workshop and conducted an Environmental Justice Online Survey. 

It is unfortunately true that certain communities bear a greater burden than others when it comes to environmental conditions. For example, if you live next to the freeway, you may feel the effects of increased air and noise pollution. The Environmental Justice Element will focus on these communities within the City to help lift these increased burdens and offer opportunities for residents in these areas to participate in the decision making process.

The Environmental Justice Existing Conditions memorandum provides a 2020 snapshot of community health and wellness conditions for Monrovia.  This information provides the foundation for the development of policies and implementation programs to address Environmental Justice concerns in Monrovia.
