The Circulation Element is all about how we get around town. Not only does the Circulation Element guide the development of the City's roads and streets in a way that is compatible with the Land Use Element, but it also looks at the different ways Monrovians move about the City - walking, biking, using public transit. The goal is to provide the City a safe, sensible, and efficient system to move people and goods. Our Circulation Element was adopted in 2008 and amended in 2012.
