The City of Monrovia is committed to providing quality housing programs that enhance and strengthen our community. Our mission is to address the needs of low and moderate-income residents, improve and expand the City's housing stock, and encourage the physical and economic revitalization of the City's neighborhoods. Monrovia continues to strive to form effective partnerships to maximize social and economic opportunities to serve its residents.
Partnerships include Department of Housing and Urban Development (HUD), Los Angeles County Community Development Commission, the Community Development Block Grant (CDBG) program, and State of California Department of Housing and Community Development (HCD).

Residential Rehabilitation Grant
The intent of the City of Monrovia Residential Rehabilitation Program is to provide grants to eligible homeowners/occupants of single-family detached homes for the preservation of decent, safe, and sanitary housing; to correct hazardous conditions; to make improvements to eliminate blight and improve handicapped access, and to correct building and health code violations through the awarding of Community Development Block Grants (CDBG). All properties to be repaired must be single-family residential property and located within the City limits of the City of Monrovia.
A limited number of grants are available to single-family, owner-occupied residential properties on a first-come, first-served basis.

How Do I Qualify?
The general requirements are:
- Eligible properties must be owner-occupied, single-family homes in the City of Monrovia.
- Participants must be able to provide all necessary supporting documentation to prove income eligibility and ownership of the property.
- Owners must meet income requirements. The maximum eligible income based on family size is shown in the schedule below.

How Do I Apply?
The program is currently closed for 2023 and is no longer accepting any new applicants at this time. If interested, make sure to return to this Housing page during early July of every year to check the date and time the program will reopen for the first phase of the program (Eligibility Intake Phase). The Fine Print
CDBG Residential Rehabilitation Grants are to a maximum of $20,000 per household. Grant monies may only be used for the costs of services and materials necessary to carry out City-approved repair work. Eligible repairs may only include work to be performed on the main residential unit. The City will only contract with licensed contractors who maintain a current license in good standing with the Contractors State License Board, active SAM's Unique Entity ID Number, and who also maintain the required liability and workmen’s compensation insurance coverage. All required permits and inspections are conducted in accordance with the City of Monrovia Building Division Code.

Housing is Key State Program
Through this program financial assistance is available to landlords and renters who need help with unpaid or future rent or utilities. See more information below...
- Landlords and renters are both encouraged to apply.
- Income-eligible applicants may qualify regardless of immigration status and will not be required to show proof of citizenship.
- Assistance from the CA COVID-19 Rent Relief program does NOT count as earned income (for renters) and will NOT affect eligibility for any other state benefit assistance programs, such as CalFresh or CalWORKS.
- All applicant information is kept private and will not be shared.
- Applications will be accepted on an ongoing basis. Priority assistance will be given to income-eligible households most at-risk of eviction.
- Once an application has been successfully processed, both the landlord and renter will be notified of the next steps.

The City of Monrovia’s MAP Neighborhood Outreach Initiative is a comprehensive approach to delivering public services and assistance to residents of Monrovia. Launched in early 2015, the Neighborhood Outreach Initiative Program was developed as a way for our MAP Neighborhood Leaders to contribute to the continued improvement of their neighborhoods and communities.
The objectives of the MAP program are to eliminate crime and blight while empowering neighborhoods by fostering citizen activism, volunteerism and community pride. MAP incorporates an innovative philosophy that transcends departmental barriers and coordinates public/private resources. This partnership has continued to provide a high level of community support with ongoing program initiatives to enhance our neighborhoods.
MAP Care for Your Neighbor Program
The Care for Your Neighbor Program pairs caring MAP Neighborhood Leaders and volunteers with homeowners to build community by enhancing properties and beautifying neighborhoods throughout the city. The program is developed to help low-income, elderly or disabled homeowners bring their properties into compliance. City Code Enforcement Officials and MAP Neighborhood Leaders help identify program participants, coordinate the proper assistance, and work directly with volunteer groups and neighbors to address code concerns and beautify properties.
Our Plan:
MAP, in collaboration with local and regional sponsors, will coordinate landscape beautification efforts with our MAP Neighborhood Leaders and volunteers, with the goals of improving participants’ landscape appearances. This program will provide free xeriscape plant material with the promise that community groups will plant in the front lawn area spaces of participants who are physically unable to maintain their yard space.
City staff will conduct site visits to identify eligible participants, work with local resources to prepare landscape plans, and provide planting maintenance technical training to help coordinate and guide volunteers for their planting projects.
Does the City of Monrovia have any programs for First-Time Homebuyers?
No. The City had a First Time Homebuyer program, but it has been suspended indefinitely due to lack of funding.
Does the City have Section 8 or HUD housing?
Yes, the Section 8 Assisted Housing Program established in 1974 by the Housing and Community Development Act is the principal U.S. Department of Housing and Urban Development (HUD) program for assisting very low income families to secure decent, safe, and sanitary housing. The Baldwin Park Housing Authority is responsible for the Section 8 programs in the cities of Monrovia, Baldwin Park, Irwindale, and Covina. You may qualify if you are a senior (62 years old or older), disabled or handicapped, and your income is within the guideline limits established by the Federal Government.

Applications for Section 8 or HUD assisted Housing are accepted by the Baldwin Park Housing Authority. Due to the high demand on this program applications are available from the Housing Authority only during certain periods.

No, there is no rent control in the City of Monrovia.
